Is Elon Musk acting Effectually at Twitter?

Over the past few weeks there have been many articles written about Elon Musk and his actions at Twitter including several that have observed his behaviors with an eye towards whether Musk is acting Effectual.  In this interview clip, the question was put to Professor Sarasvathy who uses it as an opportunity to discuss Musk and how his actions are explained as preferences for prediction and control.
