"As an energetic and ambitious student at the Universidad Mayor de San Andres in Bolivia, Willmar Pimentel wondered if the content of his information technology (IT) courses was keeping pace with the quickly evolving international standard.

Willmar found the curriculum was stuck, as it were, in the slow-moving tropical lowlands (llanos) of his native Bolivia while the rest of the world was speeding along at 3,500 meters altitude on the high plateau (altiplano). Was he the only one wanting more, wanting change?"
